Patterned after the Local Government Training and Research Institutes (LoGoTRI) in the Asia-Pacific, the Local Government Academy of the Department of the Interior and Local Government (LGA-DILG) has facilitated its establishment on September 12, 2003 during the National Convention on Local Resource Institutions (LRIs) held in Los Baños, Laguna. A total of forty LRIs from all over the Philippines took part in organizing the Network. An eleven-member Board of Directors composed of two representatives each from the National Capital Region, Luzon, Visayas, and Mindanao and three members who will be elected at large during the regular General Assembly govern the Network. An interim Secretariat is located at the Local Government Academy (LGA) for the first two years. Vision The premier network of empowered and responsive local resource institutions promoting excellence in governance. Principles The LoGoTRI-PhilNet in pursuit of its vision, adheres to the following principles :
Mission The LoGoTRI-PhilNet acts as a catalyst of change for local government unit (LGU) institutional development by providing relevant programs and services to empower the participation of the civil society and the private sector for good governance. As LRIs endeavor to act as catalysts of change in an environment to sustainable partnership, it promotes and practices good governance through integrated and concerted action. Goals To adopt a holistic institutional development or reform framework for integrated and concerted action by installing functional systems and mechanisms including but not limited to the sharing of best practices, innovations and resources; To ensure institutional development of member LRIs and the network through the establishment of quality standards, accreditation schemes, and academic consortia; To espouse good governance principles and values by strengthening grassroots democracy and promoting transparency and accountability; To develop and implement relevant programs and services that would enhance the LGUs’ technical, ethical, and leadership capacities as well as those of the CSOs and the private sector for good governance; and To establish and strengthen partnership between and among the network, LGUs, and other stakeholders/organizations. The Local Governance Training and Research Institutes (LoGoTRI-PhilNet) is the country’s response to rationalize and direct the capacity development efforts in local governance and to institute mechanisms towards a sustained, responsive, appropriate, transparent, accountable, and quality capacity building interventions to the local governments.
