In pursuit of establisihing the outcomes of interventions, the LGA was engaged by the AusAID through the PAHRDF in a short term training last February-March 2010 on the establishment of a Results Based Monitoring & Evaluation (RBME) System for its Capacity Development (CapDev) programs. This brief engagement primarily resulted in the creation of a results based M&E for DILG's Capacity Building programs, and the creation of a RBME System for LGA's 2010 flagship program for newly elected officials- the NEO Prorgam.
The NEO prorgam is a collaborative effort between DILG, LGA and other local and international counterparts to provide newly elected officials a multitude of capacity development interventions that would allow them to lead their LGUs to local governance excellence. The RBME System for the NEO program, crafted as a result of the short-term training, puts into clearer perspective the resulting contributions each program initiative makes in the attainment of the ultimate NEO Prorgam outcome, which is 'improved living conditions of communities in participating LGUs'. It also allows the LGA to better plan for other programs that would bolster these results.
The formulation of the RBME framework has also forced the re-assessment of the LGA's current designing process for its CapDev programs. As such, the LGA, with its M&E core team in the lead, is now in the process of coming up with designing process suggestions that incorporate the RBME as a critical component of every CapDev initiative. A proposed department policy on RBME's adoption is likewise being drafted to further ensure its installation in all DILG and LGA initiatives. At present, LGA is gearing up for the training of M&E teams for the NEO Program. These teams eventually comprise the DILG M&E team.
The use of RBME for CapDev prorgams is a giant stride in LGA-DILG's efforts to bring more effective and efficient interventions to the LGUs. And through this system, we feel more confident that we are steering LGUs closer to governance excellence.
