STREAM I: ORIENTATION AND REFRESHER COURSES FOR LOCAL ELECTED OFFICIALS

I. Jumpstarting Local Development: Managing the First Steps (Newly Elected)

Course Description: The course focuses on developing and enhancing knowledge and strategies in managing local governments of newly elected officials. Their entry and transition to the local governance arena requires critical competencies to enable them to adjust to their new role as managers of local government units.

The course will equip them with basic knowledge and orientation to effectively perform their mandate, authority, roles and functions and will introduce the participants to the current issues and best practices on local governance.

Target Participants: Newly-elected city mayors, vice mayors, and members of the sangguniang panlungsod.

II. Looking Forward to Better Governance

Course Description: This course for re-elected local officials aims to guide the participants on the thrust of the present administration towards good local governance. It includes strengthening the capacities of local governments as economic units and developing skills of local chief executives as economic managers. This entails equipping them with the tools in building an investor/entrepreneur-friendly climate at the local level as well as encouraging civil society participation in governance. Part of the course is the sharing of best practices to encourage replication of these best practices in other LGUs.

Target Participants: Re-elected city mayors, vice mayors, and members of the sangguniang panlungsod.

III. Barangay Governance and Development Program (BGDP)

Course Description: The BGDP is focused on developing the competencies of barangay officials to enable them to perform their roles and responsibilities as development managers, program implementers and service providers. With the competitive and challenging environment in which the newly-elected barangay officials will gravitate, they will inevitably need more decisive and creative interventions or training programs to help them perform effectively.
