STREAM IV: SEMINAR-WORKSHOP
SERIES ON RESOURCE MOBILIZATION
I. Local Investment Enhancement and Investment Codification
Course Description: This workshop is designed
to assist local governments in crafting local policies and
programs that will create investor/entrepreneur-friendly environment.
This also covers mechanisms that must be put in place to attract
investments and support marketing efforts of local investors
and small/medium entrepreneurs (SMEs). This likewise includes
the prioritization of capital investments such as farm to
market roads, communication facility and post harvest facilities
in order to enhance the economic activities at the local level.
This course also covers the drafting of ordinances conducive
to foreign and local investments especially small and medium
enterprises (SMEs) as well as policies of incentives for local
and foreign investors and entrepreneurs.
Conduct of this course will be done in close collaboration
with the Department of Trade and Industry.
Target Participants: LCEs, CPDO, Sanggunian
members
II. Bayanihan Savings Replication Project
The success of the Bayanihan Savings Project of the City
Government of Pasay prompted the DILG to encourage other LGUs
to replicate this practice as part of its Local Economic Promotion
Program. The program aims to empower the poor by enabling
them to save and gain access to credit. Under Bayanihan Savings,
little groups made up of 26-30 beneficiaries set up their
"financial center" that create their own emergency
fund out of savings pledged during the weekly meetings. Aside
from credit lines, members also have access to accident insurance.
Since members own the program, they are made more accountable
and responsible for thier actions.
III. Revenue Mobilization and Financial Management
Course Description: This is designed to
enhance and strengthen the competencies of the local government
units in resource mobilization and financial management in
order to meet the priority needs and services requirements
of their respective localities.
Target Participants: 1st term Mayors, Vice
Mayors, members of the Local Finance Committee
IV. Alternative Development Financing for Local
Government Units
Course Description: The course aims to provide
the "big" LGUs the necessary tools and techniques
for financing development projects and activities in the local
level. Specifically, the course aims to identify the innovative
strategies using non-traditional ways of revenue generation,
discuss the concepts of credit financing and the credit facilities
available for LGUs and prepare doable action plans which integrates
their learning of the course for implementation in their respective
local government units.
Target Participants: Re-elected Mayors,
Vice Mayors, members of the Local Finance Committee
V. Effective Management of Local Enterprises
Course Description: This is a cluster of
course that is designed to equip local governments skills
in managing local enterprises and facilities such as bus terminals,
slaughterhouses, public markets, post harvest facilities,
ports and sanitary landfills.
Target Participants: Mayors, Administrator,
Sanggunian Members, CPDC, Treasurers
