STREAM V: SEMINAR-WORKSHOP
SERIES ON PROMOTING TRANSPARENCY AND ACCOUNTABILITY
I. Mainstreaming Cooperativism in Local Governance
Course Description: This seminar-workshop
aims to equip local governments with the tools in creating
a supportive policy environment for cooperatives as a means
to address certain poverty issues, mobilize local capital
and improve local autonomy. This shall be conducted in cooperation
with the Cooperatives Development Authority and NGOs engaged
in assisting cooperatives.
Target Participants: Mayor, Sanggunian members
and Cooperative point person
II. Community-Based Resource Management (CBRM) Strategies
and Projects
Course Description: This is the training
component of a World Bank funded project that aims to respond
to rural poverty and environment degradation through sustainable
LGU Community Management of Natural Resources. It is a series
of modules consisting of, among others, community organizing,
project development and management of natural resources, livelihood
development to address the displacements of natural resources
management efforts, and community-based monitoring and evaluation.
The project involves the enhancement of the capacity of one
hundred (100) 4th to 6th class LGUs in Regions V, VII, VIII
and CARAGA through financial and technical support. With the
Department of Finance (DOF) as the lead implementor, DILG-LGA
is one of the technical support providers, together with the
Department of Environment and Natural Resources (DENR), Department
of Agriculture (DA) and the Bureau of Fisheries and Aquatic
Resources (BFAR).

III. Local Poverty Reduction Planning and Program
Development
Course Description: The objectives of the
seminar-workshop are to equip local governments with the knowledge
and skills in identifying minimum basic needs and formulate
programs that address the needs of the poor and marginalized
sectors of the local community. Emphasis will be given to
sustainable LGU-tested programs where these is a high degree
of collaboration among various stakeholders. This shall be
conducted in coordination with other NGAs and NGOs.

IV. Managing the Urban Informal Sector
Course Description: The seminar-workshop
is geared towards increasing local government awareness and
understanding of the informal sector in terms of their requirements
and the corresponding interventions to enhance their productivity
within the bounds of existing laws and development directions
of the local government. It also includes the identification
of approaches, strategies and projects that addresses the
needs of the urban informal sector and maximize their contribution
to the local economy. This shall be implemented in coordination
with other agencies such as Department of Labor and Employment
(DOLE), Department of Social Work and Welfare Development
(DSWD) and Metropolitan Manila Development Authority (MMDA)
in the case of Metro Manila.
