LGA SCHOLARSHIP REQUIREMENTS
Source of Information:

List of foreign scholarship programs, training, and other related scholarship programs for local government officials are available at the:

   a. DILG-Central Local Government Scholarship Committee (DILG-CLGSC)
   b. DILG Regional and Provincial Offices
   c. League of Provinces
   d. League of Cities
   e. League of Municipalities

Requirements:

Before the preliminary screening, applicants are required to prepare and submit documents to the DILG-CLGSC Chairperson thru its National Secretariat:

Documentary Requirements:
To be considered in the pre-assessment, the nominees should submit the following documents not later than stated date of submission to the DILG-Central Local Government Scholarship Secretariat with office address at 8F Agustin I Bldg., F. Ortigas Jr., Ortigas Center, Pasig City.
 

  1. Personal Data Sheet to include list of training programs and seminars attested by the HRMO/Personnel - 1 original, 4 certified copies
  2. Certified copies of Transcript/s of Records and Diploma/s for Baccalaureate and Graduate courses - 5 sets
  3. Service Record - 1 original, 4 certified copies
  4. Statement of Present Actual Duties and Responsibilities relevant to the course/program signed by the immediate supervisor - 1 original, 4 certified copies
  5. Certification from the HRD or Personnel Manager stating:
    • The nominee's Performance Rating for two (2) consecutive semesters immediately preceding the nomination - 1 original, 1 certified copy
    • That the nominee has No Pending Administrative & Criminal Case - 1 original, 1 certified copy
    • That the nominee has No Pending Scholarship Nomination - 1 original, 1 certified copy
    • That the nominee has already rendered the required service obligation for a scholarship previously enjoyed, if any - 1 original, 1 certified copy
  6. Certificate of Non-Withdrawal signed by the nominee and attested by the HRD or Personnel Manager - 1 original, 4 certified copies
  7. Written consent of Spouse (if married) - 1 original, 4 certified
  8. Endorsement from the Local Chief Executive (LCE) - 1 original, 4 certified copies
  9. Endorsement from DILG Regional Director - 1 original, 4 certified copies
  10. Certification of English Proficiency from HRD (that the major instruction being used in English) - 1 original, 4 certified copies

 
For Accepted Nominees

Additional Documentary Requirements:
 

  1. Clearance from Money & Property Accountability
  2. Clearance from Regional Trial Court
  3. Sworn Statement from the Nominee that he/she does not have Administrative or Criminal Case (notarized)
  4. Copy of Order of Designated OIC while on official travel abroad (for Department Head level only)
  5. Request Letter addressed to the DILG Secretary for the Issuance of the nominee's Travel Authority

  •  Applicants must submit original and duplicate copies of the said documents to DILG-CLGSC Chairperson thru the Secretariat c/o LOCAL GOVERNMENT ACADEMY (LGA), 8F Agustin I Building, F. Ortigas Jr. Road (formerly Emerald Avenue), Ortigas Center, Pasig City
  • All nominees will be officially notified of his/her NOMINATION thrrough their respective DILG Regional Offices (c/o Regional LGA Coordinato). Upon receipt of NOTICE nominees shall coordinate and confirm the date of interview atTESDA-Foreign Scholarship Training Program (FSTP) Unit, PEVOTI Building, East Service Road, South Superhighway, Taguig City with telephone number (02) 817-9095 or 817-4076 local 221/231.

OFFICIAL ACCEPTANCE

Nominees who are officially accepted to participate in foreign scholarship programs will be informed by the DILG-CLGSC National Secretariat thru their respective DILG Regional Offices.

Upon receipt of information, accepted nominees are requested to immediately coordinate with DILG-CLGSC Secretariat for further instructions on the processing of other travel documents. Acceptance Letter and Travel Authority will be issued by the DILG-CLGSC national Secretariat. The duly accomplished Scholarship Service Contract will be submitted to DILG-CLGSC National Secretariat and DFA.
 
ACCEPTED NOMINEES ARE ALSO REQUIRED TO COMPLETE THESE REQUIREMENTS 

1.  Official Passport which can be secured from the Diplomatic and Official Passport section (DOPS) of the Department of Foreign Affairs (DFA) upon presentation of the following documents:

  • Travel Authority (original and extra copy)
  • Letter of Acceptance from the embassy concerned
  • Scholarship Service Contract
  • Authenticated Birth Certificate
  • Latest Service Record
  • Certificate of No Pending Administrative Case
  • Two passport size pictures (4 x 3 )

Note:

  • If grantee is already a holder of an official (red) passport, he/she shall submit it to the DFA for revalidation. He/She shall bring along the Letter of Acceptance, Travel Authority, and Scholarship Service Contract and Accomplished Application Form for passport revalidation.
  • If grantee is already a regular (brown) passport holder, he/she shall apply for an official (red) passport and submit documents mentioned.

While the application for passport is being processed by DFA, the nominee shall contact the donor embassy for pre-departure briefing.

2.  The Travel Tax Exemption Certificate (TEC) can be secured at the Philippine Tourism Authority of the Department of Tourism.

The following are needed for the issuance of TEC:

   a. Copy of Travel Authority
   b. Copy of Letter of Acceptance and Note Verbale
   c. Official Passport
   d. Application Fee

3. The Visa can be obtained from embassy concerned. The visa is not mandatory. This depends on the country and duration of training.

The following are needed in securing visa:

   a. Valid Passport
   b. Original Copy of the note verbale from DFA released together with the passport (for official passport holders)
   c. Two passport size pictures
   d. Two copies of visa application forms

4. The Airline Ticket can be claimed from the respective airline offices, upon the advice of the embassy and presentation of the following requirements:

   a. Valid passport with visa
   b. Original Travel Tax Exemption
 
 

FINANCIAL ENTITLEMENTS

Grantees can claim financial entitlements (e.g. pre-travel expenses, clothing allowance) from their respective offices subject to the availability of funds. Please refer to Executive Order #248 or the Prescribing Rules and Regulations and New Rates of Allowances for Official Local and Foreign Travels of Government Personnel.
 

DEPARTURE

While at the Ninoy Aquino International Airport, please prepare the following:

   1. Passport with Visa
   2. Airline Ticket
   3. Airport Terminal Fee
   4. Extra copy of Travel Authority for inspection or submission at the check-in counter and at the Bureau of Customs counter.
 

UPON ARRIVAL 

Upon arrival in country of training, register with the nearest Philippine diplomatic or consular office. Registration form can be secured at TESDA-NSC, Taguig City. Accomplished registration form can be submitted either personally or by mail. Please get the address of the Philippine Embassy in the donor country.
 

RETURN TO THE PHILIPPINES

The grantee is required to submit a written report on the training, with recommendations as to application in the Philippine setting, to the DILG Secretary thru the CLGSC and TESDA-NSC, Taguig City within 30 days after returning. Also, the grantee is required to submit to the CLGSC a re-entry plan or proposal for application of newly-acquired skills or expertise. The DILG-CLGSC National Secretariat shall monitor the compliance and submission of the required documents.
 

NOTE:

  • Participants may inquire from the respective airline offices the maximum baggage allowed for passengers.
