STRENGTHENING LOCAL GOVERNMENTS IN THE PHILIPPINES (SLGP)



Capacity Development Program funded by Spanish government through the Spanish Agency for International Cooperation (AECID) covering Local Government Units (LGUs) of Regions V and XIII.
 
The program utilizes various Capacity Development strategies to facilitate genuine local autonomy and enhance capacities of local government units to be effective economic and service units.  It focuses on improving the LGUs’ management and administrative capabilities on the areas of local financial management, revenue generation and local enterprise development.

 
PROGRAM RATIONALE
 
The Local Government Code and other related laws clearly stipulate the nature, scope and extent of corporate powers of LGUs.  Some aspects of these powers appear to have been more explored and exercised than the rest.  Two common themes seem to be the use of different modes of generating revenues, and of establishing, managing and financing enterprises that provide services to constituents.
 
The nature and magnitude of challenges and opportunities require that LGUs take on a more proactive and effective approach, one premised on a purposeful behavior and a facilitating and enabling role.  The LGUs cannot rise to the challenge by merely engaging in “business as usual.”
 
Hence, Strengthening Local Governments in the Philippines will definitely contribute in enhancing the capabilities of LGUs towards effective corporate governance.

 
GOALS
 
Carry out capacity development programs that will enable LGUs to create a business-friendly environment that fosters sustainable climate for financing and investment; and
 
Professionalization of public duties which will support the implementation of capacity building courses and training interventions specialized in different subjects of local governance field.

PROGRAM SELECTION CRITERIA
 

  • LGUs with existing programs funded by the Spanish Government will be prioritized in the selection 
  • LGU in pilot areas should have;

 
              Willingness
              Favorable leadership that will support the project
              Provision of counterpart (human, financial or in kind)
              Readiness
 

  • Well written State of Local Governance Report (SLGR)
  • Presence of Human Resource and Management Officer (HRMO)
  • Executive Legislative Agenda (ELA)
  • Comprehensive Development Plan (CDP)
  • Capacity Development Agenda
  • Sanggunian approved organizational chart
  • Established personnel management committees:
  • Grievance and Appeals
  • PRAISE, Promotion and Selection Committee
